and license to keep a garden? to have a chicken coup with hens for eggs? to do our own maintenance on the grounds and buildings? Oh! no it won't happen here! Don't blink your eyes twice, in some localities you need a permit to replace roof shingles when they get damaged.
The way they do it on small repairs is they set a dollar value to the the materials and labor, and if it exceeds $100 then you have to take out a permit. You can not buy a good claw hammer alone for less than $40 maybe $50. Add a square of shingles, roofing felt, and nails, then you can kiss a bunch of dead presidents good bye. An air operated hammer will not even be mentioned.
