Too Much!!

My child is in 2nd grade and her Art Teacher has had them doing self portraits for 5 weeks, 1 from pencil, 1 basic construction paper, 1- 24 pack crayons,1- 8 pack. markers.
The problem is my child is very light blonde haired, and her Art teacher told that She does not Have Yellow hair and she CAN NOT use yellow, crayon, maker or construction paper.
I under stand she is not Yellow, however when you only have 8 colors to work with and your 7, I think thats odd. So all her projects she is using Brown to make her hair.
Is this correct?
I have not spoke with the Teacher, First I wanted to see, If I was unaware of some kind of Art Rule, or Technique.
