army to canada asap-but 4 years inactive?

ok I am in the army and want to live in canada as soon as I get out. My question is, The army has a 4 year active duty then 4 years inactive where they can call you back. Well when my first 4 years is up I want to move and work on a police force in canada. Is this possible? What should my plan of action be? Who do I need to talk to in the army about this?
