When I was in, you got to pick three stateside (CONUS) station's of choice and three OCONUS (outside the US) stations, or countries.
I was in a slot that was downsized or eliminated and my CO asked where I wanted to go and I said Germany. They made a few calls and in a month or so I had orders for Germany.
Sometimes you can also get station of choice when you enlist or re-enlist. Just make sure it is in your contract.
