Army EOD vs. Navy EOD security clearances?

I was reading over the requirements for both Army and Navy EOD and when it came to security clearances the Navy requires a SECRET clearance and the Army requires a TOP SECRET clearance. I understand the joint EOD school is administered by the Navy at Eglin AFB, any idea as to why the difference?
