I found answer to my own question, at cnycentral.com, in an article written by Wayne Mahar. Warning means weather is occurring or likely to occur and you should take protective measures. An advisory is sort of between a watch and a warning. Expected weather has pretty good chance of occurring, but used for "less" severe types of weather conditions. I'm quoting the writer of the article almost verbatim.
are winter storm warning and winter storm advisory the same thing?
