Are Virgo's (Women especially) Typically Flaky with People?

This is mostly for virgo women, but I heard although, they are up front and punctual, at times,
they can pull disappearing acts, cancel on plans at the last minute etc. A virgo girl that I'm interested in did this twice in a row. Is this true for virgo's? If so,
what does it mean?
EDIT: I should at that this girl also rescheduled with me, later on...it was weird, to say the least..
