If you don't like your conditions. Ask to be placed in a foster care home. Your guardians can keep you home and not let you out if they feel you're going to get into trouble. Though I don't think a foster home is going to be any better.
Maybe your sister cares about you. Maybe you're seeing it the wrong way. be glad you didnt grow up in my household. Not only was I not allowed to leave half the time, I had a drunken father who beat on us and would force me to sit in the closet or lock me in there.

First off, I dont think it's the sisters choice to take custody of him unless it was a court order to do so. Maybe the sister is taking advantage of him and using him as slave labor in exchange for room and board. Im sorry your parents are on drugs. Pretty messed up for you. Go get some counseling

They can't do this. Call child services, 911, anything. I'm sure you'd eventually get to the right person to get the job done. Be very PC about it too, nobody likes a brat.

The best course of action for you is to sit down with her and TALK about it. You need to be honest and upfront about your frustrations and find out from her what her concerns are. It will be very tempting for both of you to stand by your positions and not give in inch. You both need to understand each other's point of view and try and reach an agreement. It will not be easy.
If after these discussions you are still convinced that you are being treated unfairly, talk to a teacher you trust and perhaps a counselor at school. You need to open up and put your emotions on your sleeve and be honest.
