Are there/what are the laws for kennels in Ontario (about feline bordetella)?

I'm volunteering at a kennel in my area. I clean kitty cages, walk the dogs and wash the cats. All of the cats that come in the kennel become affected with this kitty cold otherwise known as kennel cough/cold or feline bordetella. The people who run the kennel don't seem to care that the cats here are dying because of this. I researched what was going on with the cats and found out there is a treatment for it. Isn't there a law or something that can prevent this? They're not even doing anything! Please help me. Thanks
