Are there state laws on refilling prescriptions early and by how many days?

I have had some issues with the pharmacies in Virginia, I moved recently from New York. I am trying to get a prescription of Tramadol refilled early because I have to go out of town for a few weeks, it is only about 5 days early and they just will not do it. The prescription is from a pain management doctor I just started seeing, and was warned by his nurse that he is very strict about such matters, so of course when I tried to get authorization from the doctor, even though I was going out of town, he denied it. Is there anything I can do. This is not an insurance matter, I pay cash, I do not have insurance. Should I even bother to call other pharmacies. Are there specific laws regarding this matter so I can feel better educated when I am speaking to the pharmacists. Thank you!
 
The doctor is the one making the call, not the pharmacy. He fully controls your prescription, this isn't about state law at all. The doctor has a new patient, taking a medication which is often abused, and now she wants to renew it early. I can understand him being cautious. If he refuses to cooperate, I doubt there is anything you can do, unfortunately.
