It's been well documented and established that the SS essentially has veto power over a presidential appearance. They can say "you're not going there, we don't think it's safe, we can't guarantee your safety".

Ever since Kennedy. Like, Obama can not get in a convertible and drive through DC. The SS would stop him, by physical force if necessary. It's their job to keep him safe, with their lives if necessary.
