Are there laws requiring issues of revolving credit accounts to close do to inactivity?

I heard recently that some new laws were popping up in certain states (California was one mentioned) that would require credit card companies (and other issuers of revolving credit type accounts) to close or inactivate accounts when they reached 1 year of inactivity. The reason given for creating these new laws was ID Theft prevention. Does anyone have any more specific details on such things?
