Are there GPA translation services in the U.S that most universities there accept?

I am asking this because I know my school (I'm Jamaican) doesn't do it properly. I've been trying to get them to review their method of its calculation but I don't know how effective it will be. I want a Plan B. I know they don't do it properly because its rigid, only 3.3 and 3.7 are possible between 3.0 and 4.0. I was put at a 3.3 when one of the colleges I applied to but was unable to attend calculated it to be a 3.63 and this was after my grades dropped in the December term. My average increased by 12% So I do believe It should be a 3.7 or higher, but the current system does not allow for this. In case there are no gpa agencies, what do you suggest I do for Plan B?
