I'll take it this is an English question.
Yes some commercials do have a conflict/setting and some don't it just depends on what kind of commercial you are watching.
For example if it's a commercial advertising some sort of deodorant showing a guy constantly being rejected by girl because he have sweaty armpits than that is a man vs. nature conflict because he is having problem with naturally occurring functions. If he met this girl at a bar then the setting is a bar.
Also fully narrative commercials generally don't have a clear conflict but may have a setting.
