By spikes, do you mean knobs, as are typically found on dirt bikes? Dirt bike tires are commonly referred to as "knobbies". There are knobby tires that are road legal in the States, referred to as "DOT knobbies", because the Department of Transportation approves them for road use.
Examples are the DunlopD606, Pirelli MT21, Continental TKC80 and Kenda K270. These tires typically work pretty well on the road, even if they to not give the cornering power that pure road tires give.
Then there are dual sport tires with a tread that is more aggressive than a pure street tread, but not as aggressive as a knobby. These generally work better on pavement than knobbies, yet better off pavement than pure street tires.
If you are talking about tires with metal spikes, these are reserved for racing on the ice. I'm going to go out on a limb here and say that you probably don't do too much of that in the Phillippines.
