Are there any legal ramifications regarding a portrayal of a public figure in a cartoon?

My friend and I were interested in entering a cartoon contest and he was going to draw the likeness of Barack Obama into our cartoon (we're thinking of making it a bipartisan cartoon, we'll poke fun at conservatives too).

The contest rules clearly state that there are to be no uses of copyrighted images or figures, but I believe that a public figure does not fall under that category. Can anyone clear this up for us or give us more details?
 
Using public figures is permitted as long as you are careful of the way you depict them. You really don't want a Federal Agent knocking on your door so use common sense.
