Are the Olympics a circus?

I mean in both definitions of the word circus, both the 'circus' in terms of clowns and also the metaphorical meaning of 'circus' like a pandemonium or shemozle (for want of a better word).

Do you think it is fair to describe the olympics as a circus? and why?
