No the lungs are not filled with blood, blood runs through the lung tissues though and through the alveoli. This allows the oxygen and carbon dioxide to diffuse (move to) the lungs or from the lungs to the blood stream. But there is no actual blood inside the lungs as this is a sign that you are very ill.
