Are projector headlight assemblies w/o HID kit that much brighter than stock

headlights? 97 Honda Accord? I'm trying to find out whether I should buy these projector headlights for my 97 Honda Accord from Ebay. I'm wondering if the projector headlights will be considerably brighter than the OEM headlights.
 
not really, i have a 99 expedition with projector headlights with dual halos and 6 l.e.d. lights on them. they let out a glare which are a brighter but not really bright, but they do look really good
