Are people allowed to sell photos that up in flickr and listed in the creative commons?

A iPhone App creator is predominate featuring my photos in one of their apps are is being sold. I was not informed or asked if I would mind if my photos could be used. Are they allowed to sell my photography in an app without my permission?
