Are military portraits taken while in boot camp copyrighted?

I have a wallet size portrait of my father when he was in the Army (prob around the 70's). I would like to get a larger size printed but had a hard time at walmart. I understand the whole copyright thing. But I highly doubt the Army will have the time to answer this question and help me find the person who took the picture.

I use Walgreens. They never look at the pictures.... they don't care.
