Are machine faced rims alloy so they won't rust?

I want to buy a set of Vision Wheels (rims) it says they are machined faced and they have a bit of gloss black paint on sides. I want them to be alloy so they won't rust like chrome will. I have tried searching google but can't find a straight answer.

Also is the center hub cap thing also machine faced? Or chrome or something else that might rust or stain?
