Are licensed restaurants automatically licensed to commercially package food?

I am in Washington State and the state website is a pain.
I am opening and herb and spice shop. We will be selling bulk herbs and spices and some prepackaged from our distributor. What I am wondering is this: if the average restaurant is "up to code" does that make them automatically up to code for commercial packaging as well?
If anyone has a link that can help explain it better to me that would be great. I would like to prepackage some special blends and I am wondering if I could rent out a kitchen at a local establishment or would they need extra licensing?
Also, a link that would show what a home kitchen would have to do to be up to code would be helpful as well.
