Are lawyers free for people under 18 or 21 depending on the country?

I have a friend in the US that I would like to help. She has some problems and she might need a lawyer. I heard that in canada if you are not 18, the lawyer is free. Is it the same in the US? and if yes, can anyone help me where I can get information about that?
