I have a 2000 and have not had any problems with leaks or anything. the only problem i had was my fault (i broke a sway bar link) but it was a quick, cheap, and easy fix. it has almost 85k miles and that is the only problem it has seen that i am aware of. Any car is a good car if you take care of it. If you get one, get a 2 door wrangler. not the new 4 doors. every wrangler owner that i have talked to agrees that they are not as original as the 2 doors. (and besides, they cant hold more people than a 2 door can). If you plan on doing a decent amount of offroading, go ahead and look at the Rubicon model. The Lockers and Electronic Sway Bar Disconnects come in handy on trails. Wranglers are extremely tough. They are great in the winter and fun in the summer. i know of jeeps that have over 300k miles on them and they are still running strong. Im not sure about the insurance but the soft top is the way to go. the hard top doesnt give you as much freedom and ease of use like the soft top does.
overall, they are great, strong, and fun cars!
