...a bank levy on a debtor? TSR Final Rule that came out last week covers "debt relief services" for unsecured debt and states that this includes tax debt owed to the government. Question: Does this mean that all IRS tax debts that are owed where the IRS, specifically wage garnishment or a bank levy to try and recover the tax owed from a debtor- is this classified as a "secured" debt or an "unsecured" debt? If "unsecured" it is covered by the new Rule- if "secured" - then not. I see that a tax lien by the IRS on property would be secured- but not sure about the categories of bank levy and wage garnishment.
