Are 'investments' considered a current asset to a business?

normally, yes.
government bonds might even be listed under cash & equivalents.
stocks would be, assuming that they are "securities available for sale."

the major exception for stocks would be if it's a significant ownership interest in the other company - minority stakes would not qualify as a current asset, under any circumstances, for instance.

yes, a current asset is anything that can become cash in 1 year or sooner, so that includes bonds and stocks as well as money that you are owed that is due in less than 1 year, such as stock that has been sold on credit.
