Are Honda Civic SI's Fast?

They have nice horsepower numbers for a non turbo but are really lacking in torque which is what you actually need for a car to accelerate quickly. They have a lot of aftermarket parts and up grades, some of which include exhausts and Cold Air intakes and while these will add a little bit of horsepower they wont add much.

Honda engines have always been good to actually mod such as decking the head, 5 angle valve jobs and the like, plus if you have the money they are great to turbo.
 
I had a 1997 Eclipse GS-T. It was really quick. I loved the turbo. The SI's are non turbo but have DOHC and I-VTEC. I heard VTEC adds power like a turbo. are SI's quick. are they moddable. is it possible to make them fast by adding exhaust and intake?
