Are Hiroshima and Nagasaki the biggest Terrorist Attacks in Human History?

A lot of people speak of Pearl Harbor or 9/11 being the biggest, but wasn't Pearl Harbor technically NOT a terrorist attack but a Militay Pre-Emptive Strike? I mean Israel did the same thing to Egypt in 1967 what Japan did to the US in 1941. Also, the Japanese did NOT intentionally target civilians in Pearl Harbor, and Civilian Deaths in Pearl Harbor were Collateral Damage.

In Hiroshima, Nagasaki, and 9/11 civilians were INTENTIONALL TARGETED.
 
I never considered Pearl Harbor a terrorist attack. Nor do I consider Hiroshima and Nagasaki terrorist attacks. They dropped the bomb to end the war, a war that Japan kept fighting even AFTER V-E Day.

While many human lives were lost, it is my opinion that many more were saved by crippling Japans war effort.

And, I am not so sure about Pearl Harbor being a preemptive strike. They WANTED to draw the U.S. into the war and continued to "terrorize" the Pacific.
