No, I have recently (this year anyway) bought two new fixed gear bikes in order to expand my fixed gear collection, and each of them were 20 inch(50cm) frames.

One was a Webb and the other was a Pearson Cartouche.

My older fixed bikes are a Raleigh at 20 inches, A Claude Butler at 20 inches and another Raleigh at 21 inches.

Looking at the charge plug http://www.wiggle.co.uk/p/Cycle/7/Charge_Plug_2009/5360039090/ and the smallest is labelled as 56cm.

I ride a cannondale 54cm and i think it is a medium. Are fixed gears different or something?

no, just some companies don't make them in the smaller sizes. look hard and you should find one
