Are different races technically different breeds of humans?

Dogs come in all different breeds... But we don't call them different races of dogs...
Humans come in all different races... But we don't call them different breeds of humans...

Why? That doesn't make any sense. Technically different races are other breeds of humans.
It only makes sense!
