rules: 1/Bob Clark would? kick off a "build" at 10am each day, 2/no one was allowed to copy back from building 51 computer to building 43 computer, 3/Bob Clark would personally witness all the supposed "enhancements" included in a 10am build.
After Bob Clark leaves the next section leader will disobey these rules, the project will slide years late, then someone will declare some "deadlines" to be met.
It's axiomatic that 22 years later we, and more particularly the Chief of Navy Security, will still be waiting for the results.
