are budgies cheap and how could i teach one to like me?

i wanted a quaker but they are kinda expensive so im going to get 2 budgies( i love them and the colours they come in and i now how to tell if it's a boy or girl) i have had them before and always when i have got them if i got there wings cut they were fine until they grew back and then they never sat on my finger or any thing, if i get a hand raised one will they be double the money and if i get a hand raised will they most be likely sit on my finger and stuff, i will have $250 or More to spend on them ( birds, cage, food, toys). But if this pet shop doesn't cut there wings and i don't get a hand raised one could i still teach each to sit on my finger and not fly away and then i would have to spend 2 hours trying to catch it and how would i do that?
