Are all/most foster homes awful?

Whenever I think of foster homes I think of poor children having to live in awful homes, and the stories that you hear don't make it any better, such as the abuse that goes on, kids not being fed, clothed in rags, etc. Most people I know seem to agree with me, that foster care would be truly awful.

So is this the case for most foster homes? Or are there some good ones?
