Are all levers designed so that the effort is smaller than the load?

If not, try to give examples where the effort is greater than the load.

First of all, i dont understand one thing about the principle of moments. I dont understand effort, load, fulcrum pivot etc..so if anyone is willing to help explain this as well as the answer, i'd be ever so grateful..im stuck and my assignment is overdue! :'(
