Are all bike stems the same?

OK, I just bought a Poverty Recession Stem from dans comp, which i thought would be an upgrade from my old eastern stock stem, but it seems like its the same, because my new bars still slip, and yes its tightened allll the way, they just seem to not be very tight i guess..im not very sure, but i need a good stem thats ginna hold my bars in place well, because its some expensive stuff =/ any help is great thnaks
