Arch Pain while running?

So I am a sophomore and I am a runner, but when i run occasionally my arch would hurt, so I bought some super feet for my low arches. That had little to no effect on my feet when I ran so I want to an orthopedist and described my symptoms and she said I have plantar fasciitis and she gave me some semi-custom insoles. I gave my feet time to adjust to the new insoles and nothing changed when i ran, in fact I'm on the fence on whether or not my pain has increased. But when I walk in shoes without the new insoles my feet hurt while I walk, which didn't used to happen.

I did some research and I saw that, at 15 I was young to have plantar fasciitis. Do I actually have plantar fasciitis, I would describe my pain as a stretching at about the peak of the arch on my left foot. Is there anyway I can reduce the pain while running short of paining $200+ on custom insoles?

p.s. I have good results by rolling my foot over frozen water bottles but it makes no difference before workouts but is a good cool-down.
