arcane university help: altar of enchantment help?

ok i want my frost enchantment to be 100 or higher how many or what type of soul gem(s) do i need to make high enchanments i have alot of gold also no problem there... i want my weapon to be as strong as possible with the frost how do i make my weapon have 100 or higher damage points.....thx!!!!!!
ps the soul gem i currently have is black and its grand
