aqueon fish filter.. should the water return be above or below the water?

or does it even matter? the picture shows it above but the directions says to fill it above?

It should be above. Don't dip it in all the way because it wont filter the water right because water will overflow into it

your filter deposit should be above the water line so the filter will work right if it is not it will cause an overflow in the filter causing the filter to be of no use it will not catch the bad stuff that the filter usually catches there for causing the water levels to be harmful to the fish
