Apple's taskbar on Windows 7?

I think I saw someone using Windows 7 and it had that taskbar. I'm not sure if that's what it's called, but its that bar with applications that usually is found on the bottom on the screen.

I am wondering if anyone can let me know how I can set that up on my computer.
