Apple iphone factory Unlocked?

I want to buy the new iphone soon as its released. In cyprus technology is very expensive so I was thinking of buying it from ebay or amazon so it has to be unlocked. I was just looking now and I found a few phones that said factory unlocked. does APPLE allow that? Are there any factory unlocked iphones (new sealed) ? thanks in advance
