Apple 22' cinema display question for someone who knows Electronics?

I got an apple 22" cinema display for free from some guy who didnt know if it worked because he did not have the AC adapter. Well I found a 16 volt AC adapter which is what it needs and cut the plug end off the monitor power cable. I connected the ac adapter to the monitor and the polarity is correct but nothing happened.

There is other than the main 2 wires a bunch of silverish mesh wire that is braided over the other 2. This wire connects to the outer rim of the power plug that I cut off. The power plug looks like a PS2 style keyboard plug with 3 prongs inside it, What is this third mesh wire for? Is it a ground and should it be connected with the " - " wire as well?

By the way the ac adapter costs like 130 bucks for this monitor which is rediculous for something like that when I dont even know if it works so dont just say: Buy the adapter.
I forgot to mention. Inside the monitor where the power cable plugs into all the inner workings, there are 3 connections. There is the red which is obviously positive, there is the black which is negative. And then there is the mesh wire which connects to the third connection which is also a black wire. Black usually means ground or Negative. But why would there be 2 negative connections if that is what it is.


Also Does the monitor have to be connected to the computer via the DVi cable in order to turn on? Because I have been testing this monitor by itself so far. I know with a CRT monitor they will turn on without being connected but I have never owned a LCD monitor before.
