Apartment parking war, now what can I do?

I live in an old complex where the carports were built before SUV's came along. The parking spots are very small. I drive a Yaris sedan and my new neighbor drives a small convertible. My husband drives a Pilot. Each apartment gets one parking spot. When the new guy parks in his spot, he always parks crooked, so that his back wheels are actually over the line, in my spot. Yes, that crooked, he can't possibly not realize this.

When my Yaris is parked in the carport I have a hard time getting in (I'm hugely pregnant atm, but even if I wasn't it would still be quite hard) but when our Pilot is parked there I literally can't get in, let alone back out without hitting him. Street parking is at a premium around here, it kills me to give up a spot on the street just because this idiot can't park straight. We try to always have the Pilot parked on the street, but sometimes we need to park it closer, and it IS our spot, after all.

I've been in my car ready to get out when he's pulled in, crooked, and he watched me, unable to open my door, climb over to the passenger side to get out, did not move his car, and I told him not so nicely that he's got to be considerate of the parking around here. (he didn't say anything but sorry, and he might not speak English, I'm not all that sure, since everyone around us speaks spanish)

I've complained to the landlord, she said she'd talk to him. I complained again today when again I couldn't get in my car, and she had me go to his apartment to ask him to move, but he wasn't at home, or at least not answering his door.

Now what do I do? I feel like just ramming his car. I feel like just slamming my door into his car. He'd of course know it was me. If he can't or won't park straight, in his own spot, can I have his car towed for being partially in my spot? The landlord is quick to call the tow truck on a car parked in anyone else's spot, my parents included.
