So it was like a military dictatorship or something? And their were these guys who went below the ground and were being mutated by some like green lake or something radiocative maybe. It made them look like they had leukemia but i think it might have given them strength or sosmething. Anyway, really vague description I know but I saw it ages ago and remembered it, seemed somewhat intriguing.
when i say half-animated, half-cgi it was like they were shadows almost or translucent, or that they were constantly in a flux state if that makes any sense.
