anyone know the best value commuter bicycle?

bear in mind that I am a 26 year old male living in the UK, my bike needs to be:
lightweight - for those long hill slogs
robust
good value for money
suspension is not really necessary
also does anyone know any good websites to read reviews?
cheaper is better but i would go up to £250 for a quality bit of kit
oh yeah a comfy saddle's a must
 
Check the local bike shops for something like a Fuji Crosstown 4.0 or any hybrid bike that doesn't have shocks.
