Anyone hook up a "data plan only" phone without a data plan on Verizon?

I know its complete BS that Verizon forces you to have a data plan on a droid. Of course apps wont work and internet, but what if a user wants the 5.0 mp camera and a full querty and the large touch screen without paying an extra 15 a month? Anyone every switch phones and not pay the data plan?
