I just had new pads put on my car, and the rotors and drums turned. When I press on the brake to begin slowing down, I hear a rubbing sound as the pad hits the rotor (usually only happens when I'm driving 45 or higher) - as the car decelerates. It kind of sounds like when you rub a damp cloth against a window - like a rubbing/squeak. I've had it back to the shop - today is the 4th time I've taken it back there. They are going to try putting new pads on to see if that stops it.
