if youve gone through puberty, then yeah your breasts will start developing all the necessary equipment lol..... its not a specific age though. and obviously unless youre preggers theres not actually guna be any milk in there.
 
Can you have milk glands in your breast when your 13??? If not what age do you get them?
 
You develop them when your breasts reach a certain maturity.. So it depends how long you've been in puberty for.
