Anno 1404 venice:the CATHEDRAL requirements?

SO i colonized 2 islands,and my total population of noblemen is 4400 soething,stage 3 of the cathedral requires 3500,my qestion is do you need 3500 on that island where you build the Cathedral?? cause i have the required noblemen in total,but i dont think i have 3500 noblemen on that island,i dont have anymore space to build on that island.u better respond....OR ELSE
