I didn't think this one would be in play long enough for a hint.

Hint No. 1:
A, B, C and D are watching the other character mentioned rummage through shrubs while carrying a plastic bag.
 
I think that's from
Azumanga Daioh. Character D is Osaka, they're talking about Kimura-sensei (who is actually collecting some trash from the bushes)

Character D is "Osaka" from Azumanga Daioh. The girls are observing Kimura picking up plastic bottles to recycle.

Indeed, anime needs more characters like Osaka :)

Character A is Nenene from ROD the TV. Character B. Is Michelle, Context is the three paper sisters are brushing their teeth in perfect unison when Nenene barges into the bathroom.

You're right. It's from ep.2 if anyone wants to look it up.
